Control, Communications, Computers, Intelligence, Surveillance, and
Reconnaissance (C4ISR) solutions, you'll help develop systems that

warfighters supporting a variety of missions. BAE Systems islooking
for an experienced Program Engineer Manager (PEM or Chief Engineer)
to leadthe Insight Program, a multi-disciplinary engineering team
in an Agile,fast-paced development environment for the Data and
Analytics Solutions (DAS) ProductLine under Mission Systems. The
Insight Program is a software development andoperations/sustainment
system which provides predictive analytics and modelingtools for
Intelligence Community analysts. Insight is also a research tool
usedto find novel solutions to Intelligence Community challenge
problems thoughexercises, demonstrations, and experimental user
engagements. The qualifiedcandidate will partner with the Program
Manager and Insight System Architect toensure smooth program
execution, strong team building, defending work share andgrowing
scope. The qualified candidate willalso have proven execution of a
full-scale program through outstanding leadership,strong decision
making with solid technical analysis, and excellent risk
evaluation.The PEM is the decision authority between the Insight
Architect and entireengineering team. The PEM's primaryDuties and
Responsibilities include:-- Providing technicalleadership to the
multidisciplinary design teams for the successful
design,development, fielding, and support of the system. --
Performing as thetechnical POC to the customer in partnership with
the Program Manager and InsightSystem Architect.-- Ensuring the
overalltechnical solution for the system is developed and adheres
to customer features,capabilities and company engineering policies,
procedures, and initiatives.-- Responsible formonitoring the
project to ensure work scope, schedule, and budget are welldefined,
maintained, and met.-- Representing thetechnical team and partners
with internal project managers, engineering functions,operations,
quality, contracts, finance, and executive leadership to
ensureprogram goals, requirements, and needs are understood and
achieved.-- Responsible forproviding the coordination between
resource managers/supervisors and theprogram team for staffing
needs.-- Ensures all necessaryprocess items are followed, all
reviews are completed, and necessary approvalscompleted.--
Responsible foridentifying and communicating technical risks and
opportunities between thedesign, system architect, and program
management teams. *Please note that pursuant to a government
contract, this specific position requires US citizenship
status*Required Education, Experience, & Skills
- Requires an active Top Secret SCI clearance
- Bachelor of Science degree in engineering/technical discipline,
and 12+ year(s) related experience or equivalent experience,
training and/or certifications
- Demonstrated leadership skills (soft skills, strategic
thinking, business acumen, supervisory experience, building teams,
building customer relationships)
- Experience leading IPTs, projects, and/or programs consisting
of intelligence community related SE, SW development, and IV&V
functions and managing programs with competing/conflicting resource
requirements
- Proven execution of a full scale program through excellent risk
assessment, outstanding leadership, and strong decision making
through analysis
- Strong planning and organizational skills with the ability to
diagnose, resolve complex problems and to develop improved methods
to increase program efficiency
- Experience with customer/stakeholder communication, management,
relationship building, and customer satisfaction
- Proven ability to garner the trust of Customers, influence
government decisions and maintain a positive leadership style when
the working environment becomes contentious
- Proven business intelligence skills
- Deep analytical and problem solving abilities, backed by formal
or experiential training in mathematics, and statistics and
probability. Reviews and judges the suitability of capability
solutions and the planned approach
- Working knowledge of agile project management systems and
tools
- Demonstrated ability to effectively work with and communicate
with all. Advises stakeholders on issues affecting the "broader"
engineering approach to engineering activities.
- Proven written and oral communication skills, including
presentation skills
- Strong proposal writing and review skillsPreferred Education,
Experience, & Skills
- Masters of Science degree in Systems Engineering or related
discipline
- Experience with Insight predictive analytics, modeling
capabilities and analysis tradecraft or related capabilities
- Experience and understanding of SAFe Agile best practices and
proficiency with Agile management tools (e.g., Jira, etc.)
- Experience developing proposals, ECPs, and whitepapers focused
on new business
- Experience with strategy development and execution
- Knowledge of open, standards-based architectures and
interfacesPay InformationFull-Time Salary Range: $147300 -
$250400Please note: This range is based on our market pay
structures. However, individual salaries are determined by a
variety of factors including, but not limited to: business
considerations, local market conditions, and internal equity, as
well as candidate qualifications, such as skills, education, and
